Dr. Silva has a vast experience as a medical professional. He has had important public and private positions, being the most remarkable ones; Undersecretary of Health of the Chile's government, from 1990 to 1994, Executive Vice-president of the Child Nutrition Corporation "CONIN" as well as member of the Board of Directors (1995 – 2011), Medical Director of the Medical Association of Clínica Alemana "AMCA", Member of the Accreditation and Professional Training Department of the Chilean Medical Association (2007-2011), Member of the Chilean Arterial Hypertension Foundation "Dr. Héctor Croxatto" (2008 – 2012), and Member of the of the Accreditation and Professional Training Department of the Department of Public Health of the Chilean Medical Association. Besides, he worked as Health Technical Advisor of the National Commission for the Overcoming of Poverty from 1994 to 1996.

Academic Activities.
He has stood out for his teaching work as an undergraduate and post degree professor of the Gynecology and Obstetrics Department. Faculty of Medicine, Universidad de Chile, from the year 1977 up to present, and Sub-Director of the Department of Public Health, Faculty of Medicine. Universidad de Chile.

It should also be pointed out his work as a Vice Dean at the Faculty of Health Sciences at Universidad Diego Portales.

During his professional career, he has been the person in charge of the Pedagogical Excellence Allowance Program at the Center of Pedagogical Development, Experimentation and Research (CPEIP). He was also Head of the Administrative Management Division of the Basic General Education Department, Ministry of Education and CPEIP Director where he was responsible for redesigning and creating the 'Teacher Professional Development System'.

Besides, in the period 2014 – 2015, he was adviser of the Minister of Education and responsible for the draft Law called Teachers' Professional Development.

He was appointed Head of the Continuing Education Division at Universidad Metropolitana de Ciencias de la Educación and he participated in the Tripartite Commission (Ministry of Education, Teachers' Union, Association of Municipalities) to redesign the performance model for the teacher evaluation system.

Lawyer of the Universidad Central de Chile, Master in Management and Public Policy at the Universidad Adolfo Ibáñez and Master in Administrative Law from the Universidad Católica de Valparaíso. In 1997 he was elected President of the Center of Students of the Faculty of Law and then in 1998 was elected President of the Federation of Students of the Universidad Central de Chile. Currently, he also serves as Professor of Administrative Law at our university.

From 2000 he was a member of the Varsity Debate of the Universidad Central, later in 2010 took over as captain from the same team that was runner-Hispano VIII University Debate Tournament in Puerto Rico.

Between 2002 and 2006 he was Regional Secretary of Transportation and Telecommunications of the V Region of Valparaiso and then Executive Secretary of the National Traffic Safety Commission, CONASET, the Government of Chile. Since 2010 to date he has been a consultant to the Inter-American Development Bank IDB and the International Labour Organization OITl.
